CONDONS FAVOURITE MINORITY GROUP
COURTESY calls are an important part of the Commissioner's weekly round. When a.new Commissioner takes-office the first calls he makes not only signal his special police-work concerns but also with which power groups in society he has - or desires to have - a special relationship. One of Commissioner Paul Condons first courtesy calls was to the Board of Deputies of British Jews. Since then his diary has been filled with further visits to the Board, visits by Board officials to Scotland Yard and attendance at numerous Jewish functions. A studied display of Condon's philo-semitism was seen last year (1993) when he invited the new Chief Rabbi, Dr. Jonathan Sacks, to review the very last passing-out parade to be staged at Hendon Police College. According to a Scotland Yard press statement, passing-out parades were scrapped "so that cadets could use the time previously employed learning to march in step on community relations studies. Another statement gushed: "Dr. Sacks has been honoured in recognition of his contribution towards a,fair and structured society and to reflect the rich cultural diversity of the society the officers will be serving when they leave the college". In point of fact, Dr. Sacks spent most of his career abroad and was only appointed Chief Rabbi of Britain two years ago. His best-known contribution to British life thus far has been as a 'castaway' on Desert Island Discs. Furthermore, membership of the Jewish community is defined by an exclusivist ethnocentric identity reinforced, for the Zionist majority, by an attachment to a foreign power, Israel, under whose Law of Return any Jew - but only Jews - may claim citizenship. Wags who suggested that Condon was seeking an OBN* to add to his knighthood are not entirely wrong for it has ever been the priority of the ambitious to secure the patronage of power elites. The leadership-elite of Jewry constitutes the single most powerful group on the face of the Earth. Through their dominant position in the world banking system and the mass media they are able to exert influence over every other estate in society through which power is exercised. One of the most important leaders of the Jewish community in Britain is very little knowrr to the general public. His name is Neville Nagler. For about the last five years he has been executive director of the Board of Deputies of British Jews. The Board awarded him this job not only because of his devotion to Zionist-Jewry, but because for many years he had been head of the Home Office race relations department. While holding this post he once boasted that he had drafted the text of every pronouncement made by every Home Secretary on the topic of race relations during the previous decade. He had a major influence over the formulation of police race relations policy and also appointments to the higher echelons of the service to ensure policy implementation. He was at the centre of liaison with ethnic minority groups. Contacts between the Home Office and the Board of Deputies is continuous since the Board drafted all of Britain's race relations laws and lobbies relentlessly for their infliction. How Nagler came to be appointed Home Office race relations supremo is not within our knowledge. We simply suggest that the appointment of somebody so closely identified with 'the Zionist-Jewish cause was riot in the public interest. The influence of Nagler will not have been unknown to police officers on the promotion 'fast track'. They will have seen aware that at the conferences, seminars, training courses and social occasions which pave their careerpaths, Nagler - or a Naglerite - would always be present, listening, watching, testing, noting. The lengths to which organised Jewry will go to manipulate Parliament, the laws of England and the work of the police service were demonstrated during early stages of the Criminal Justice Bill. In June 1994 the House of Commons Home Affairs Committee published a report which demanded more draconian race relations laws. The committee's proposals were in large part a re-hash of proposals drafted by Eldred Tabachnic QC, a member of the Board of Deputies. The chairman of the Home Affairs Committee is Sir Ivan Lawrence QC, MP. He is a member of the Board of Deputies. At least one other member of his committee is Jewish. If Lawrence put on record his connection with the Board at any committee hearing, the media did not report the fact to enlighten the public. Giving 'evidence'on behalf of the Board to the committee were: Judge Israel Finestein, president; Eldred Tabachnik, president elect; and Neville Nagler, executive director. The committee also took 'evidence' from Gerry Gable, editor of the Jewish 'anti-fascist' magazine Searchlight. Lawrence did not place on record at this hearing that Gable was well known to him. In 1965 Lawrence was defence counsel for Gable in proceedings at which Gable and his close associate Manny Carpel were convicted of attempting to steal documents from the home of the historian David Irving by entering his home posing as gas board officials. In 1981 Carpel was jailed at Lewes for 2½ years for an arson attack on a right-wing print works. Lawrence's silence on these matters resulted in Gable being given a respectful hearing about the criminality of racists and the need for new laws to crack down on them. The media did not expose Gable's criminal background, which in the circumstances was a matter of public interest not covered by the Rehabilitation Of Offeders Act. Since Nagler's translation to the staff of the Board of Deputies Jewish influence at the Home Office has waned slightly even though the present Home Secretary, Michael Howard, is a Jew. Howard, on the advice of his officials, has so far refused to adopt the main elements of the Lawrence/Tabachnik proposals on the grounds that they are counter-productive and excessive. Another saga of manipulation by the Board of Deputies and craven conduct by senior police officers was seen in Scotland Yard's mismanagement of the Nigel Brown case. Nigel Brown was an orthodox Jewish policeman who made unofficial arrangements with his colleagues to swap shifts to avoid working on the Shabbat. A senior officer tried to put a stop to this practice which, if widely copied, could cause operational and morale problems. Two years ago, amidst great publicity, Brown took his case to an industrial tribunal. It came as a great surprise when Scotland Yard settled out of court, paying damages to Brown. This decision was taken on the advice of the lawyers who had been secured to represent the Commissioner in the action. And who were they? None other than Jewish Board of Deputies member Eldred Tabachnic QC, assisted by Daniel Janner, son of Greville Janner QC, MP, a former president of the Board. It is not proper for senior police officers to place cosy relations with the Jewish community ahead of the needs of the service and the need to maintain credibility with the general public.
